having some challenges.'

I debugged the code and the data is being passed to the rules engine. but

Possibly it's because you were doing == on a String literal in your rule?
drools d00ds help me out here. I know that there's a setting for how FactHandles are
retrieved (via identity or equality lookup) but isn't there a setting for the default
behavior of == on Strings? (identity vs equality again) If the original rule's test
(enrollmentType == "NewEnrollment") uses object identity instead of equals it
would most likely fail unless the enrollmentType value is interned.

There you are. You have an EnrollmentRequest, and not an Enrollments fact.
You might use from to make the list elements matchable in a RHS CE.

order to be able to write a Conditional Element using class
Enrollments you have to have an Enrollments object in WM. (I assume
that there is a class Enrollments for the <Enrollments> element.)
Now there is two ways to do that, starting with the EnrollmentRequest.
Your choice may depend on what other rules you have, wether an
EnrollmentRequest may contain more that one Enrollments child, and
what other rules you have.
(1) Write a rule that extracts the Enrollments object from
EnrollmentRequest. (You might retract the EnrollmentRequest in the
consequence.) You could continue to use the rule you have for
Enrollments.
rule "extractEnrollments"
when
r : EnrollmentRequest( e : enrollments )
then
insert( e );
// retract( r );
end
(2) Use the "from" conditional element.
rule "EnrollmentsfromEnrollmentRequest"
when
EnrollmentRequest( $es: enrollments )
$e : Enrollments( enrollmentType == "NewEnrollment") from $es
then
...
end

Not knowing the XML schema or the generated Java classes I can only outline
the general principle.
if Request contains elist List<Enrollments>, write a rule that matches the
Request object and inserts:
rule "extractFromRequest"
when
r : Request()
then
for( Enrollments e: r.getElist() ){
insert( e );
}
end
If there is only one enrollment Enrollments within each request, it's just
insert r.getEnrollments()
If you can conveniently write your rules against Enrollments objects, that's
it. Otherwise, you might do the same, over again, at the Enrollments level.
(It'll become a problem if children of some element ought to be related to
each other but this is only provided by them being children of the same
parent. In this case, you won't be able to use the JAXB generated classes as
WME classes.)

I created a flat schema off of an example of an enrollment file. ran xjc
against it to create the class files for the beans. How would I get to
(for exampe a persons first name ) if it is buried
