The rule template stuff has not been migrated to the new api - it's mostly just there
so it doesn't break legacy systems. We recommend people to use the web based rule
decision tables and rule templates, which we do put our efforts into maintaining and
keeping current.

Eclipse gives a "Discouraged Access" warning when using the
ExternalSpreadSheetCompiler.
