I believe the reproducer could be simplified before it's ready to be added to Drools test suite. Additionally, it still depends on optaplanner-core because it uses ScoreHolder in one of the rules RHS. The score holder helped me make sure the original problem is reproducible but can be removed. In case when properties file contains line as {{A=B=C}} then Elytron parses it as user {{A=B}} with password {{C}}.
