To reproduce this you need:
A request scoped bean (not the actual MDB itself) to inject the JMSContext. This JMSContext must then only be used from the scope of a transaction.
This will result in the RequestedJMSContext not being created, until the JMSContext is being destroyed (triggered by the request scoped bean being destroyed), which causes the exception.

When I run wildfly with a non-root user(wildfly) mod_cluster won't work. I got this error:
14:09:06,327 ERROR [org.jboss.modcluster] (UndertowEventHandlerAdapter - 1) MODCLUSTER000043: Failed to send INFO command to relatorios.sistemafieg.org.br/11.12.13.14:6666: Permission denied
This happens when I use port-offset>0 and run wildfly service.
However, if I run with root user, this error won't happen
Steps to reproduce
1. Adding user

I can see what is happening here, it is a bug in the JMS CDI extension.
Basically there are two beans at play, org.wildfly.extension.messaging.activemq.deployment.injection.RequestedJMSContext and org.wildfly.extension.messaging.activemq.deployment.injection.InjectedJMSContext.
InjectedJMSContext is @Dependent scoped, so if it is injected into a request scoped bean it will effectively be request scoped for the current invocation.
Both beans have a PreDestroy method, RequestedJMSContext's method is fine, however InjectedJMSContext appears to try and call RequestedJMSContext.cleanUp() (even though there is no need, as CDI will take care of that for you). If RequestedJMSContext has not been used this request or was destroyed already then you get this exception.
As far as I can see the fix is to delete the InjectedJMSContext @PreDestroy method, as all it does is call methods that should already by called by CDI.
