I removed the CLI component, it doesn't seem that the CLI is causing this issue.

> I have read that this is a known issue and can ignore it; this thing is every time I need to modify or redeploy something I have to remove the corresponding tag from standalone.xml and restart wildfly server. Anyway it's working in local environment but a I have to set the production wildfly server by installing Keycloak server and its adapter and I don't know if this is going to break something; considering the wildfly is already installed (same version as mine) and working properly, but without keycloak.

[~jmesnil] This bug that live is restarted as backup based on quorum vote is already reported in JBEAP-14185.
When I reported this issue, I saw in the log that backup activated after the live was killed and clients tried to connect to the active backup but the HTTP upgrade always failed. It is written in the description of the Jira:
bq. In the trace logs it can be seen that clients send HTTP handshake request to active backup, but the handshake fails. All checks (and logs) say that the backup is active in this time period.

I have been able to reproduce the issue by running 2 servers with the attached configurations to be able to manually stop or kill the 1st server.
The problem does not always happen.
Sometimes when I "kill" (kill -9) the first server, the backup becomes live as expected
However, when I restart the first server, the backup restarts itself but the process does not finish:
