Here, I just reproduced the issue with a NON docker Wildfly 13 installation, with the exact steps I described above :

How is it even possible ?
I opened this issue a couple of days before 13.Final was out, and I am still reproducing this every day with Wildfly 13 Final docker image.
Maybe you are using a built version of Wildfly from master ?
