IMO the more granular the better (as we'd only split broader JIRA into smaller items to complete in sprints). I think it might have been due to WFLY-11588 - before the change SimpleResourceDefinition's constructor would set the restart based on remove handler's subtype, after the change it defaults to RESTART_ALL_SERVICES.
