[~tomekadamski] agree. I think the issue comes from the fact hat the XA spec defines the {{rollback}} to throw the {{XAException.XAER_NOTA}} when RA knows nothing about the transaction branch. Here the {{setRollbackOnly}} is called and it's not restricted to behave this way. I think it's more correct to just return "success on abort" when there is no transaction to be aborted. Maybe just mentioning this into the trace log.
In summary - my proposal for the solution is not returning {{XAER_NOTA}} in the response and log the occurrence as trace at the {{TransactionServerChannel}}. As you reassigned the issue back to you I'm not going to create PR. Let me know if there is something I can help with.

[~mmusgrov] I investigated the JTS behaviour as we talked last week and JTS calls the rollback to the remote server and returns {{FINISH_OK}} as there are no participant on the remote side (remote side runs its own requires new transaction thus it didn't enlisted any participant to the propagated one).
