Currently, this method returns null, and unless the caller checks for null, we'll have
an NPE later.
SOLUTION: throw an exception if the socket cannot be created. TODO: check
Util.createServerSocket()/createSocket()/createDatagramSocket() as well and see whether we
need to throw an exception there, too.
