An example persistence config is supplied-
src/etc/server/default/deploy/null-persistence-service.xml
If this is used then JBM will do *no* persistence for messages, paged messages, bindings
or jms user manager
It should be possible to configure a null persistence manager

Some users want purely transient messaging - they don't want to persist anything in
the database - bindings, messages and do no paging.
We should supply a NullPersistenceManager (NO-OP) to enable them to do this.
