Michael,
I'm not sure about the meaning of "saving" a rule vs "checking in"
a rule, so I will give my opinion using different words... :)
My understanding is that a user must be allowed to do draft versions of their rules and
only when he tries to promote them is that the validation should be enforced. So, from
tooling perspective, I think validation may occur automatically (like when saving a rule
in eclipse) or there may be a button that triggers it (like in antlrworks), but that
validation should not block any action.
When the user tries to promote a rule, then the validation should be enforced and in case
problems are found, the rule is not promoted.
Is that in line with what you are thinking?
