So, from tooling perspective, I think validation may occur automatically (like when saving a rule in eclipse) or there may be a button that triggers it (like in antlrworks), but that validation should not block any action. When the user tries to promote a rule, then the validation should be enforced and in case problems are found, the rule is not promoted.
