That's fine, but the Cache javadoc doesn't describe that behavior, or really any other case where behavior differs when the cache is and isn't started. I'm going to add @throws declarations in a lot of places re: the ISE, but will leave this assigned to Manik in case he/others want to have a look at any other unclear areas in the docs.
