Cache javadoc doesn't discuss behavior of non-started cache

When writing org.jboss.cache.DestroyedCacheAPITest for JBCACHE-1312 I saw that a lot of
methods will throw an ISE if invoked when the cache is not started. That's fine, but
the Cache javadoc doesn't describe that behavior, or really any other case where
behavior differs when the cache is and isn't started.
I'm going to add @throws declarations in a lot of places re: the ISE, but will leave
this assigned to Manik in case he/others want to have a look at any other unclear areas in
the docs. Also, the get/setInvocationContext methods work fine when cache is destroyed,
but perhaps they should fail with ISE as well, just to be consistent with get/put/remove,
etc.?
