I have my own module (subsystem), which depends on BC and is started before webservices.
It happens only when BC is added to system before webservices starts.
Little servlet shows me available providers after WildFly start.
1 : SUN
2 : ApacheXMLDSig
3 : SunRsaSign
4 : SunEC
5 : SunJSSE
6 : BC
7 : SunJCE
8 : SunJGSS
9 : SunSASL
10 : XMLDSig
11 : SunPCSC
12 : STRTransform
As Tomaz said I think that this reordering is no longer needed.

Fix for bug WFLY-3252 doesn't work, because BC provider is inserted at the position
of SunJCE provider. As jdk documentation says "The position is 1-based"
