If you have two modules which export the same set of paths, you should have one module
import and export the other with a filter. In this case, if I understand your
requirements correctly, I would recommend making the "org.osgi.util" module
import and re-export "org.osgi.compendium" with a path filter.
We can not have multiple modules with the same artifact; there is no real good
justification for it.

The suggested approach does not work because the compendium bundle cannot have a
dependency on org.osgi.core. Generally, OSGi bundles that are stored on the modules
hierarchy cannot have module dependencies.
I added the org.osgi.util.tracker package to the framework implementation. This is the
approach that other framework vendors also do.
Perhaps we should consider storing bundles in a hierarchy parallel to modules. In that way
a module cannot (accidentally) create a dependency on a bundle and vice versa
