I resolved the issue and installed RHEL 7.4 there where the EDD issue is not visible now. The problem with beaker boot menu was following: - next-server was correctly set and boot agent was correctly talking to lab-02.rhts.eng.bos.redhat.com but it was loading pxelinux.cfg/0A10... instead of pxelinux.cfg/default which contains the menu - it was loading it because it was set that way in beaker UI https://beaker.engineering.redhat.com/view/b22.jonqe.lab.eng.bos.redhat.c... via configure_netboot action - clear_netboot action removed that setting so next reboot loaded pxelinux.cfg/default which shows menu -- This message was sent by Atlassian JIRA (v7.5.0#75005)
