I would be surprised if this ever worked. Definitely not a valid configuration:
"gossip_router_hosts" requires hosts to connect to and address 0.0.0.0 is a
non-routable target.

I've used config from EAP 7.1.0/WF11 where gossip router was configured in udp stack
like:

Gossip router was started on localhost:

but cluster does not form up. The same configuration works in EAP 7.1.
