Further investigation shows the problem comes from the Eclipse WebDav plugin. Guvnor
eclipse plugin uses Eclipse WebDav plugin to connect to Guvnor WebDav server. Eclipse
WebDav plugin does not support SSL, similar bug report had been reported before (also the
"Unexpected end of stream." error), see below:

Unfortunately Eclipse WebDav plugin is not under active development anymore and these bugs
are not going to be fixed.
We will need to completely rewrite our Guvnor eclipse plugin based Eclipse Web Tools or
other technologies.
Guvnor repository connection does not support https connections
