Description:
Passing a main "bootstrap.xml" into an MCServer assumes that consuming projects
have a predefined descriptor available. With RELOADED-10 we see that clients may prefer a
mechanism in which they programmatically assemble a main bootstrap from a combination of
"bootstrap descriptors" (which used to be called "sub-urls") from the
main "bootstrap URL".
Refactor the API such that clients may pass in descriptors from a variety of formats, and
keep the change hidden to AS, which will still work off the older
"bootstrap.xml" notion.
