This is because org.jboss.as.host.controller.ModelCombiner.getBootUpdates() is missing a
call to a non-existent addVault() method. That method should be called:
List<ModelNode> updates = new ArrayList<ModelNode>();
addNamespaces(updates);
addProfileName(updates);
addSchemaLocations(updates);
addExtensions(updates);
addPaths(updates);
addSystemProperties(updates);
// HERE!!! addVault(updates);
addInterfaces(updates);
addSocketBindings(updates, portOffSet, socketBindingRef);

It is possible to encrypt datasource's password when running JBoss in standalone
mode. But when trying to run JBoss in domain mode got an exception claiming that
"Vault is not initialized". Situation is detailed at
