JBC exposes the syncReplTimeout configuration property to control this. With the AS 5
CacheManager different webapps could use different cache configs and thus have separate
values, so I don't see much benefit in pushing the config for this up to
jboss-web.xml. Is there anything else you were thinking of here, Bela?

SYNC_REPL should be configurable with a timeout. This allows the replication to return
after a bounded time, e.g. 500 millisecs, so we don't block on slow cluster members
