By default create-schema is invoked only when distros are prepared and schema directory is included into jar distro. If you need to verify configuration files during development stage then invoke create-schema target and move schema directory along with JGroups-Major-Minor.xsd schema file into conf directory. Prior to any minor release all configuration files referencing schema should be updated to reference the appropriate JGroups-Major-Minor.xsd file.
