The commit is also not correct, the add user script is implemented as a state machine, the
checkes should have been performed in a state on BOTH files BEFORE any writes occur, on
failure as with ALL OTHER validation failures the states should have looped back to the
beginning asking the user to re-enter the details when running in interactive mode.
bin/add-user.sh allows create two identical users

bin/add-user.sh allows to create two identical users even you specify really the same
input values (realm, login name and password). It created two lines in
mgmt-users.properties.
