We need to update PR jobs config to be able to start concurrent builds. First it's necessary to move Kiali-Istio-Checker which is checking if it's necessary to reinstall istio with bookinfo from PR jobst to Istio-and-Kiali-on-Openshift job because PR jobs don't know which cluster from pool was chosen.
