Lots of boilerplate. In many cases, the useful logic boils down to parsing the Resource and adding it to a relevant package. The package notion is akin to that of namespace (or "Java-style" packages). *WeaverService* merges the contents of a fresh package to an existing package, when the name of such packages matches. *RuntimeService*, on the other hand is completely separate from the other two.
