Found better workaround than disabling acpi.
Process responsible for stuck booting was IPMI driver (ipmi_msghandler module). IPMI
driver is getting some information from acpi so it's possible that it was not running
with acpi disabled and therefore not blocking booting.
It should be safe to disabled IPMI, here is IPMI doc -

I disabled it according to this article:
https://access.redhat.com/solutions/887073
Now all affected blades are booting fine with acpi enabled.
Some blades do not boot up correclty without acpi=off

Following blades do not boot up correctly without acpi=off:

* b07
* b09
This was already reported to eng-ops [1] for b09 but now the issue is visible again.
