To do this we are going to need to make it easy; i.e. it can't be something end users
need to concern themselves with except for in unusual cases.
This means the tools we provide (i.e. CLI) are going to need to have a way to access
"default" version information and apply that to all operations, overlaying any
data provided directly by the user.

so we would follow other places in code where we use notion of version.
other option is much more verbose and not suitable
