Like everything else in a WildFly dist or installation, that file is provisioned because a feature pack includes it or references it (in this case it includes it.) For a WildFly Preview dist/installation we should use a different README.txt that explains a bit about its Tech Preview nature and, at least for now, talks a bit about the bytecode transformation stuff.
