This flag in TomcatDeployer gets set to DeployerConfig, but from then on it doesn't
get used anymore.
It should be moved to WarClassLoaderDeployer anyway.

found that wsdl4j.jar packaged in my <webapp>/WEB-INF/lib is being overridden by
the wsdl4j.jar in server\default\deployers\jbossws.deployer. I'm using the default
profile of JBoss. Should the classloading behaviour be any different in this case? Please
