I've just downloaded the
http://santuario.apache.org/dist/java-library/xml-security-bin-1_4_3.zip which contains
xmlsec-1.4.3.jar. This JAR has only xmlsecurity_en.properties and
xmlsecurity_de.properties, there is no default xmlsecurity.properties.
I didn't find a way to post an issue to the developers of xmlsec, but I know that
JBoss compiles some open source libs itself, so I posted the bug here, I hope you can fix
it faster then the xmlsec team. :-)

Our client application which runs on Windows with the Polish locale cannot login to the
JBoss AS running on Linux. When we switch the Windows locale to German everything works.
xmlsec-*.jar does not include a default
/org/apache/xml/security/resource/xmlsecurity.properties (included are de and en) this
causes problems on systems which locale is neither German nor English.
