The way I discovered this bug was to configure a server JVM element with no environment
properties. This will cause the addProcess parsing to fail on the process manager side.
Since it will go to read the number of environment entires and it will come back as
'0' which will be read as a "MORE" status instead of actually being the
value of the word.
