Raising this to Critical, since once a Topic or Queue has been created, the clustered
property can no longer be modified.
After creating a Topic or Queue, the value of the
"clustered" property is set to "false" even if the user set it to
"true" during creation

Steps to reproduce:
Create a new Topic or Queue and select "Yes" for the "Clustered"
property. Then, navigate to the "Configuration" page for the resource. The
"Clustered" property is set to "No".
