This may me necessary in the following cases:
- Buddy Replication: we only want to flush ourself plus the node who back up their data to
me
- Multiplexer: when service S1 (out of S1, S2, S3) flushes, we don't want to involve
S2 and S3; they should continue to work rather than being stopped by the flush
Allow flushing of a cluster subset

Currently FLUSH always flushes entire cluster membership. We should allow flushing of a
cluster subset. Subset flushing requires additional startFlush and possibly stopFlush
method.
