The issue had to do with the parent pom containing configuration for the sourceDirectory
"src/main" but some of the modules had their sources located in
"src/main/java". So for some reason the javadoc plugin was picking up the
config from the parent.
I removed this config from the parent pom, and move the security and transaction module
sources to the default maven location.
