When you save rules or other objects Drools Workbench allows the use of the "%"
sign in the title. Opening of any rule results in an error if there is an object with
title containing "%" sign in the repository.
It is impossible to build and publish the project.
Error message: URLDecoder: Illegal hex characters in escape (%) pattern - For input
string: "s."
