[~gabriolo] I didn't get exactly your use case but the idea behind the docks is to provide a 'toolbar' for perspectives/pages. When an item of the toolbar is expanded all the page content has his size reduced in order to expand the dock (see project explorer use case). Another important aspect is that the dock's items are always visible no matter with screens/editors are opened. Some people use docks in the editor context in order to provide a 'toolbar like' for those editors, but that is not 100% what the feature was designed for.
