Jeff - I was getting a wierd error when running the PolicyQuotePackage test - so I removed
the package statement, and then it got into an finite loop (but was terminated). Not sure
if the export is exactly as you intended? also there are no import statements in each DRL
(which I think you said you needed to do).

OK will add a feature to explicitly check for no rules fired... and if that is not set, no
rules firing will be a failure...
There might be another bug here, but other problems are preventing me from getting to it
right now (as in it is saying no rules fire, when some must be, as it is setting values on
fields as you showed me).
