See JBAS-5778 for background. The reason to make IgnoreUndeploy the default is the legacy
behavior leads to incorrect cleanup behavior when a webapp is undeployed, e.g. Seam
incorrectly removes still-valid SFSBs.
Use IgnoreUndeployLegacyClusteredSessionNotificationPolicy as the
default ClusteredSessionNotificationPolicy
