There is an activemq "wish" on their JIRA that I have commented that describes
this behaviour regarding foreign messages:

I verified that removing the foreign destination check in JBossMessage allows messages to
be sent to ActiveMQ, as a work-around.
Allow JBossMessage to accept foreign destinations so ActiveMQ can
accept JBM as a foreign message

Currently ActiveMQ 4.1.1 sets the JMSDestination *before* transforming a foreign message
to its own format, triggering an InvalidDestinationException.
To work around the ActiveMQ behaviour we can accept foreign destinations on set and do a
sanity check on actual send.
