There may be a more clever way rather then enforcing this in the GUI:
basically, when someone tries to save a package config, or check in an asset, or create a
snapshot etc - if the package/asset being dealt with is already a snapshot, then we throw
back a SerializableException with the message in it of "hey numbnuts, you can't
change this one !" - means less work, and its validated at the back end.
As for historical assets, they are already read only, so no work to do there. We are only
worried about snapshot views.
