My theory is that b17 is just slower than b20 because of the disk. b17 has just one physical disk but b20 has 4 physical disks in RAID5 which is much faster. I used http://git.app.eng.bos.redhat.com/git/jon-utils.git/plain/jonlab/scripts/... to compare performance and difference is really significant (multiples). So starting 20 pods on b20 takes less then minute but on b17 up to 3 minutes which is probably expected.
