Need to change this so only a connection listener is required and will use the default value for the lease period if has not already been explicitly set. Also, want to turn off client leasing on the client by default. Instead, will embed param in locator uri from the server as a hint to use leasing on the client (or can explicitly turn it on via API call on the client). Also need to look at changing the ping mechanism with the http transport to use HEAD instead of POST.
