Resolution: Won't Fix
We have warnings at deployment time if a user is referencing a private module.
There is no real need to add additional checks for annotation usage (if we were going to
do annotations then why not other classes as well? there is nothing special about
annotations). Also given that we have already warned them once there is no real need to
pollute the logs with additional messages.
Using an annotation from a private api module does not result in a
warning

If an user deployment uses an annotation from a module that is marked as private there is
no warning being emitted.
