This is related to JBWS-2703. Initially getElementsByTagName had been incorrectly
implemented to return elements based on their local name.
From the getLocalName() javadoc: -
"Returns the local part of the qualified name of this node. "
From the getTagName() javadoc: -
"The name of the element. If Node.localName is different from null, this attribute
is a qualified name."
So the tagName is a qualified name.
SOAPElementImpl.getElementsByTagName does not return correct
results.

If SOAPElementImpl.getElementsByTagName(String str) method is called on an element which
has a child element with a tag name
<ns4:RequestedSecurityToken>...</ns4:RequestedSecurityToken> and the input
parameter is only the name without namespace ("RequestedSecurityToken") then the
element will not be found.
