What's the issue you're dealing with?
I consider this test correct from
tests order execution point of view.
Or am I missing something there?

The result of org.jboss.test.ws.jaxrpc.samples.wsaddr.replyto.AddressingReplyToTestCase
depends on execution order of test methods. This is against the logic of writing JUnit
tests.
The drawback of this failure is SOA-P certification on all platforms. We have to manually
rerun the test. This slows down the QE process.
