The jbossws-common pom includes this but AFAICT there is no use of javax.xml.rpc packages
in it.

This was triggered by my looking into WFLY-13663, trying to clean out uses of
WildFly's javax.xml.rpc.api module. The module that provides jbossws-common has such a
use, but I suspect it's not needed any more.
