This isn't an answer to my question. If you have just one
DepartmentAssignemnt for each pair of Employee and Department (no
matter what the duration is), it will not give you a count > 1.
If you do have more than one DepartmentAssignemnt for each pair of
Employee and Department: are they different? In which way?
