On WAS 8.5 Liberty Profile, no changes needed to be made to the Guvnor tomcat war.
I suspect that this is because the WAS Liberty Profile makes a point of not importing
dependencies unless you ask for them. It seems to be 'sold' as being a benefit for
start-up times, but I found that it's biggest benefit was that it doesn't have
dependency clashes with Guvnor.
No promises for any version other than 8.5 Liberty Profile.
