Hi Jacub, if you continue reading through the page, you will see they take into account the number of mentors and projects at a participating organization. Have you looked at our Ideas page to count the number of potential projects and mentors? Students are free to send proposals to more than one participating organization. Or gsoc forbids that? Cheers.
