Hi Pete,
Sorry for the late response. GSoC is great idea and Hibernate projects are very
interesting,
but I think i will not have enough time to take part in June.
I have five exams at University and more work at Oracle because of Euro 2012.
Control Command System is critical system for Police Service during Euro 2012.
Is it any possibilty to start project in July?

That is cutting it close. Coding starts May 21. Mid term evaluations
go in July 9th. Google makes mid term payments to students based on
evaluation.
Is he able to do some work in May such that he can take June off? Just
got to work out the schedules with time off and accelerated work.
The exercise should be to have fun coding. If it induces stress, then it
may not be worth it. :)

who the best student is,
a) given their knowledge
b) the university they are from
c) probability of them being successful
We certainly can entice them to a future participation in the project
irrespective.

My initial thoughts are +1 to what Anil said below.
However, as a first time mentor for GSoC, I'm not sure of the whole process in
general. I scanned the google FAQ, but did not find it that helpful.
- I've been contacted by an applicant, but I'm not sure if there is an
"official" way this is done, or is it just adhoc?
- I know the dates for student proposals - is that the deadline for us to pick the
students that applied?
Is there a good place to get this general info? I'm sorry if it is just somewhere
obvious and I've missed it.

Students are encouraged (according to gsoc faq) to contact the
respective projects - their IRC, email lists etc and talk with them if
needed.
They then submit their proposal (in my view we can think of this as a
combination of resume and design document) via the google site.
At the least, we should allow all interested students to submit
proposals. It will be unfortunate if we lose a good student due to process.
