I found another user who was having the same issue that I was in 5.5. He documented it
here:

and I have attached his test case.
This is actually a problem my company had to fix in version 5.1, it was reported fixed in
5.3, and I'm concerned it's popped up again. It seems is something in Drools that
is making Stateless sessions act Stateful.
@Davide - Thank you for that catch. I've been testing using a server, so I'm not
used to making java test files. The example I provided should have been stateless and I
should have checked it again to make sure.
Rules run once completely on server, then only first rule executes

Drools of either version mentioned loaded on a server execute stateless ruleflow once
correctly the first time. After that, only the first rule executes. Similar to issue 2718.
